English Language Assessment
ASPEQ delivers a stand-alone testing service to meet the ICAO requirements for aviation language testing. This service was developed by ASPEQ and is fully compliant with the Manual on the Implementation of the ICAO Language Proficiency Requirements - Doc 9835-AN/453. The aviation language system has been designed with question banks to cover pilot and air traffic controllers, but can be extended to cover other industry sectors. Two tests are currently available for the ICAO standard (6 levels):
- Level 6 Proficiency Demonstration (L6PD). This is a semi-automated test over the telephone for candidates at the top level of aviation language proficiency.
- Formal Language Evaluation (FLE) - This delivers auto questions plus a structured interview over telephone for candidates at levels 3-5.

The assessment process includes:
- Tests scheduled via ASPEQ's online booking system
- Tests delivered in a supervised environment via telephone at a scheduled time. When candidates call into a set phone number, the system plays recorded questions selected at random from a question bank and then records the candidates' responses.
- A live interview - via-conference call, recording all of the candidate's responses for later review by a qualified English language rater or rating panel via a web interface.
In addition to ASPEQ's security and high stakes processing and candidate support framework, this system features:
- Voice over IP (VOIP) delivery
- Web-based user interface for candidate bookings, rater markings, administration and candidate results.
- Comprehensive assessment creation, management and monitoring
- Management of rater resources and invigilators
The aviation English tests system has been approved for use by both the Civil Aviation Authority of New Zealand and the Civil Aviation Safety Authority of Australia.
