History

Among the outcomes arising from policy changes in industry regulation in the New Zealand Government sector reforms of the 1990s, was the formation of a stand-alone Civil Aviation Authority (CAA). This enabled the CAA to delegate and contract out some of its services.  As a result, ASL Limited was formed as the aviation industry's independent examining agency.

ASL limited rapidly achieved success and international aviation industry recognition, through its management of aviation industry examinations and assessments in New Zealand and the Pacific Islands.  The company successfully tendered to deliver examinations in 28 locations for the Australian Civil Aviation Safety Authority in 2001.  This resulted in the formation and commencement of operations of Assessment Services Pty Ltd.  ASPEQ has since grown further to deliver exam services in Hong Kong, Macau, Mauritius and Singapore.

In 1997, the New Zealand operating company, Assessment Systems Limited, was awarded the contract to deliver professional driver licence exams for New Zealand Transport Agency (previously the Land Transport Safety Authority).  In 2007, Department of Building and Housing in New Zealand awarded Assessment Systems Limited the contract to provide Building Industry licensing assessments.  ASPEQ has continued this trend to diversify, undertaking the examination and work place assessment of the New Zealand Financial Services Industry in 2010.

In 2008 the ASL group's name was changed to ASPEQ Limited as part of an international branding initiative.  While maintaining its aviation focus, ASPEQ operates across a diverse range of industries and in a growing number of countries around the globe.
